I meant that for those who found out it`s missing much later on are out of money they didn`t use
meaning a guy in san diego will still be responsible for the purchase of a snow blower in montana when he never left the state

If it's a card he doesn't use on a regular basis, his first opportunity to report the theft will be when he gets his statement. The card company will still be responsible for the fraudulent use if he reported it as soon as he knew. That is a federal regulation, BTW.

I've denied charges I didn't see until I got the statement several times. No card company has ever given me a hassle about it.
