Was he stateing that people moved to the suburbs in order to avoid paying for inner city schools?
I will let you decide on what he said.
Some people move to the suburbs because they believe, probably correctly, that their children will learn more in an environment where that are surrounded with the children of like-minded middle class strivers and not those of people who do not read and who do not value education as much as they do.
Some move because they regard a house as a major investment, and the lower taxes and faster appreciation of suburban real estate is a more lucrative investment.
Some move because they dislike Black people and prefer to be surrounded by people like themselves.
Some move because they like the fresh air and quiet environment of suburbia.
Taxes are a part of the reason, but they are not the only reason, and for many, not even the main reason.
