Once upon a time there was a move to charge content providers for the excess bandwidth they used shipping their content down the channel.
But the "net neutrality" folks bought these companies (Google, Vonage, MS, Facebook and YouTube) horror stories that the telephone companies were just greedy bastards and they should leave the net free.
So now the consumer will have artificial limits placed on their net use and end up paying premiums if they go over.
And so it goes.
