Fancy real estate was never a goal of the East Germans. It is not the goal of any Communist government.
If individuals cannot own property, then renovation is unlikely to happen. The Russians bled a lot of money from East Germany.
People in East Germany were pretty well fed and well educated, better off than the Russians.
Unified Germany is much better off now, of course. But it is hardly a capitalist country.
