That kind of solves one problem. By arming fetuses they are defacto criminals and would have to be birthed to be arrested prosecuted and sent to the work farm. Aborting a fetus would at the minimum get you charged with obstructing justice.

  I am trying to imagine something practical to arm them with.

  They would need some sort of RC weapon so that it could be fired without harming their mothers.

    They would need video feed and perhaps other telemetry to acquire target.

    There would have to be an interface device that had two way information and controll links between the fetus and the weapon.
     Perhaps a neural link up.

     Technology is inching towards these things becoming practical and useable , but babies are notoriously hard to train.

Odviously one of the problems is abortion, nobody is going to abort armed babies.

So one of the 2 problems is.....abortions?  As in we have them?  We don't have enough?  We have too many?  That they're not on demand enough?
