I agree that some charities are irresponsible like this. They will of course, point out that they are a multimillion dollar organization and must huge salaries.
I would suspect that the $0 salaries are paid to people whose basic function is to add "image", and that the REAL head guy does not actually work for free.
I think I would verify these figures, some of them cannot be correct.

I think united way was used during 911 for fund raising and thats when charaties finally had to explain where the money went. United way had the guts to say it's normal but that didnt help at all.
