Need does not necessarily fuel crime. Jewel thieves do not steal diamonds out of hunger, but if people are hungry and all the food is concentrated in a few hands, it will be stolen. There are abundant examples of this in Chinese history when drought or floods have reduced the food supply and speculators have cornered the market.
