   I am not going to feel a lot of sympathy for them when they get prosecuted.

They will not be prosecuted.  Someone would have to issue a complaint, and they would have to be caught.

This does no lasting harm to the gulls.

It is a very imaginative prank.

I hope this is true , but it depends on what the dose was.
