It is stupid for a politician to say crap like this. Even if it were true, which is is not, it would be stupid to say this. It won't get him any votes and it makes him look like an ass. It is true that average White people's IQ scores are higher than average Black people's IQ scores. But it would be very foolish for any politician to say this publically.

  Probably is not true that there is any significant difference in the intelligence of the races, and the small difference that turns up in studies now and then  probably disappears in the rounding.
   There is a very probable error in the nature of testing, when testing , there is a real advantage to the test taker who thinks alike to the test writer, this makes the ease of communication within a culture vs the difficulty of communication across culture an advantage worth a few points for every taker.

We must be near the limit on feeding hungry Americans , more of our Poor are injured by Diabetes and Obesity than by insufficient nourishment, when was the last time you had a serious discussion with an American about Pellagra?

Some of that money would do more good left nearer where it was created , horse race breeders breed their winners and good broker feed their winners. Our tax laws combined with our welfare state seem like a scheme to use evolution as a means to destroy capability and expand dependence.
