This is a bike with a similar sort of frame , no motor. It is expensive because the building of it is labor intensive.
I don't think the price is out of line for a luxury item that is produced in small numbers.
Popularity would enable large production runs and lower the production price per bike.
If you can step down a little in quality and weight requirement , you can probably get a cruiser frame for $300 and strap a motor kit on it for another $500.

Hmmmmm, less than I expected , only a little clunky looking.

Ah, 20 mile range rather than 30.
It may be less cool and have a lower speed, and less range.
But you could afford more of them.

The thing is, a motor kit should not cost $500.
A new cruiser bike you can buy for way less than $300, and you would not need a new one, either.

A lot depends on what you are willing to settle for, and what you can do for yourself.
Some of the most expensive sorts of bicycle are hand built , so in theory you could get it cheaply by doing all of the welding and shaping yourself.
If you have all that equipment.
