How will this be enforced when cell phones are surgically implanted?

So you want to have your cell phone implanted, or do you want it to be made compulsory?

I fail to see why you think they will ever become implanted.

Actually, cell phones per se, probably not.

However, implanted computer systems including systems that take the place of cell phones (VoIP, Skype, etc) are inevitable.

I imagine the most probable is that people will have some sort of interface implanted, rather than the device itself. Sort of a human USB port.

In this way the consumer market can continue to profit from constant upgrades without the necessity of repeated surgery.

And a cell like system may be used to tie them all into constant communication , or perhaps there will be something better developed, but if it is better it wil be more, not less ,communication.

That sounds about right.

Never heard of software upgrades? "Flashing a new ROM"?

Besides, it would be a wireless interface - which is essentially a cell phone.

a very short-range due the external unit will be touching you

I read that implanted chips are causing cancer in pets.  Don't know where I read it, will try to get the link.

than we`ll have to wait on the implants til after 65 of age so we`ll not worry about such things.
we can remote control those scooters so we don`t have to use our hands
don`t need to clap to turn on those lights
shame we have figure how to hover yet.
