What is the difference between  being "at war with enemy neighbors" and "surrounded by neighbors at war with them"?

Nothing.  I already made it clear, we're not talking about actual Governments.  We're talking about being geographically surrounded by enemies, intent on seeing an end to Israel, and as you yourself have conceded, have taken up haven in all those territories that surround Israel.  That includes terrorist cells in both Jordan & Egypt, as well as Lebanon & Syria. 

So no, Dr Deflection, I'm not referring to the Government's and whatever condition they're in or arrangements they have with Israel, I've been in consistent referral to agencies such as Hamas, Hezbollah, terrorist cells spread from the Sudan to Syria, all of which, that despite not having the same military machine Israel has, is indeed warring with Israel, from all land-based directions.  And until they're made to be stopped, the status quo will continue.  It matters not what Israel does, its their mere existence that produces the warring

  The governments of Jordan and Egypt did not enter peace agreements with Israel because the Israeli Defense was weak nor because the Israeli government and people laid themselves down and begged for the peace agreement.

    A weak,compliant, Israel will be destroyed.   That is the prophecy.

    But there is no need to hurry that along.

I am talking about actual governments. You LOST the effing argument: there are more Jews than Palestinians within the present borders of Israel. Tere would still be a Jewish majority if Israel controlled Gaza, which it does not.

You keep ignoring that when I refer to Israel being surrounded by those warring on them, it's not Governments I'm referring to.   You're the one trying to inject Governments, because as we all are painfully aware, they aren't. ... ergo, arguing a point no one is making.   Bravo on the consistency

You are wrong, wrong, wrong to claim that this topic is not about specific political entities (the states of Israel, Jordan, Syria, Lebanon, Egypt the PLO-West Bank and Hamas Gaza) each one controls a specific territory. It is worthless to discuss anything else.
