She has no right to scruples.

When she ran for office, it was clear that her job would likely cause her to be required to issue marriage licenses to gays. If she wants to have scruples, she can resign.

And when the President ran for his job, it was clear that he would be required to enforce current federal laws on immigration.  If he wants to have "scruples", he can resign

Probably when she ran for office we had a president that liked DOMA.

What a proper politician needs is highly adjustable scruple, like the president.
