Odds are, the floating feet have simply appeared because of the advent of floating shoes. Otherwise, the feet, in soggy leather shoes, would stay on the bottom. More people fall into the ocean than we suspect, and each has two feet.

Floating feet could float from anywhere in the world, eventually, like notes in bottles, except less pleasant to find.

When I think of a message in a bottle I am going to have to try very hard not to think of floating feet.  Now that you said that...;-)
