government budget is very complex and stupid at the same time.

ex. pothole repair

a preventive measure that produce no money for a city, but absolutely stops millions of dollars in lawsuits.

but at face value it sounds like a project that don`t need attention til the next year so often cities have taken money from it to fund other projects ,meaning repairs being delayed til next year.
this happened in my town for decades to the point that last month the city had to take a loan to get the street repairs. it not thiers no money to pay for the cost , it`s that it not possible through normal channels to get the money there. a loan was the only way(maybe)  to pay for the repairs.

that`s just one situation,imagine this multiple times through out california. remember one of the problems is cutting funding .

alot of these projects are not set up with requirements.

meaning a homeless project does need homeless to function.

lets just say a true audit will never ever happen in california
