If memory serves the GOP Congress passed and Clinton signed balanced budgets in 96 and 97, thus the surplus.

Some people in that same business are called "White Knights" or "Angels". Romneys favoriate story of business in action was his decision to bankroll _Staples_ after its originator pitched the idea to him.


On the other hand we need a new term for a government agent or agency that gives a potfull of cash to a business that promnptly expires.(Like _Solindra_)  I think "Cash Bomber " perhaps?
