This is in the nature of this crime, to stalk the vulnerable more than the strong.

This is one of the problems natural to having a large underground economy, lots of vulnerability and  people who dare not ask the law for help.

If these women were protected by the police their rapists might be more often successfully prosecuted and taken out of circulation.

If these women were better armed, their rapists might more often be injured and taken out of circulation.

Aaaaand neither of these solutions seems likely to happen soon.
