1) Arresting someone secretly is a drastic measure and the due process involved should be sufficient to protect the arrested from being secretly railroaded after being secretly arrested.
2) Secret? This is an example of secrecy being difficult , but not an actual secret at this point.

A truly secret arrest we would not be hearing of. Why, you are asking? Because a secret arrest would be secret. When we are hearing of arrest, it no longer is being secret. Da?
I imagine that I read of about 4% or fewer of arrested in my community. They may not be secret, but they are not publicized.
There is a deterrent effect for arrests: no one likes to be arrested, so at least some people do not commit crimes because they do not want to be arrested.

Hillary slapped a bunch of sanctions on the Russians over the invasions of Ukraine.; I am pretty sure that Putin thinks that he will get those sanctions lifted by Trump. Trump has investments in Russia. I get the impression that Putin thinks he has Trump's balls in his pocket.
