What is the reason for the caution in using water that has been treated differently?  Is it that there would be too much chlorine etc. or too many organisms? 
Could this be solved by something as simple as sending out a "boil your water for the next 2 weeks" advisory? We have those all the time when it floods, or when they do work on pipes.

What we need to do here in South Florida (Palm Beach, Broward and MIami-Dade Counties) is to raise the levees on Lake Okeechobee by about 10 or 15 feet. The Lake is very shallow, and will go out of banks in a category three hurricane or higher, because the original dykes were poorly done and are eroding with age. The population is growing rapidly, and we will have a constant water shortage if this and perhaps other measures are not taken.

We also need to recycle gray and black water and not piping it into the Atlantic about three miles via pipelines.

They may use some desalinization in the Keys, where there are no rivers or streams to speak of, but it is more expensive to desalinize water than to process graywater or water from runoffs. I suppose that at some time in the future, solar power will be used to power some form of osmosis.

They are doing more of this in Saudi Arabia and the UAE than in Florida, because the water is scarcer, and the governemt gets more revenue from oil and such.

One way to use solar power to distill more sea water is to accellerate the natural method.

A small increase in surface tempretures on the oceans would cause millions more tonns of water to evaporate and a small increase in air tempreture would allow the moisture to remain in solution in the air longer.

These increased water loads in the air would become bigger and more frequent rainstorms almost everywhere.

No?
