Interesting. Probably not something that we'd like our neighbors to put in their yard.
It is spectacular, but what is the purpose of building it?

Why did Michaelangelo carve marble?
A really big coil like that is only built by someone who has developed a lot of craftsmanship, perhaps a dozen smaller coils, working up to this level.
It is cool and it a proof of skill.
For practical use?

This could be a component of a radio transmitter, but I think it simply is what it is already.

I am not opposed to anyone building a giant Tesla coil, but surely there was a purpose. It was not to serve an adornment for a town square like a Michaelangelo sculpture.
I note that it tends to zap the same places often, but not predictably so.

That is an interesting observation, exactly the sort of thing that you need a Tesla coil to investigate further.

A neighbor would have to spend $9500 to put a Tesla coil in his yard that would be likely to be annoying.
I am all for experimentation. But zapping noises and flashes all night could be ennervating.

Living next to you would be much worse. Not just the noise but the odor and the unsightliness as you leave your house through the front door.

I would like to build one , but I would have to buy the components as cheaply as possible .
Then I would have to use it responsibly, not allowing it to spoil the radio and TV reception of my neighbors, not shocking the neighbors dogs....
.... not often anyway.

since lil ole ham radio transmissions bother neighbors TV's I have to assume this would bother entire neighborhoods.

Well yes.
Attract the attention of the FCC and federal law could spoil the fun.
If you want to use it often the accessory needed would be a Faraday cage.
Not difficult though , just a screened enclosure with no gaps in the screen.
So then, what a bug zapper.
