Eventually, the Chinese will be able to build oil platforms, and lease to whomever they choose. They don't have the ability to build them now, but it is only a matter of time. The same is also true of both Brazil and India.
It's pretty clear that oil can be pretty much anywhere on Earth, and it is not something that came from rotting dinosaurs and forests. It is a natural result of methane and other compounds trapped beneath the rocks and earth and the seafloor.
Offshore drilling is a danger to us all, as any fool can see. But the fools that can see it will still need to buy it to drive their cars. There have been serious problems in Lake Maracaibo with oil leakage from platforms. This was one of the first underwater drilling sites.
