I do not believe that anyone's life would change as a result of Billy getting a pardon. On the other hand, I really do not care.
Billy was a lawless man in a lawless time and place. He was mistreated, and he mistreated others.

I find it interesting that he was born within a year and within a mile of where Theodore Roosevelt was born.
