In a country of 1.3 billion country building furiously, there are going to be more than a few mistakes. Eventually, people will live in most of these places, and probably a lot of people who invest in these things will lose a ton of money.
This does not surprise me. The Miami area has a lot of small ghost malls, build with money invested by Venezuelans and other foreigners who were clearly not paying attention.
Probably these will not turn out to be nearly the disaster for as many people that the Great Leap Forward and the Cultural Revolution were.
