Proposal for four-year life limit on welfare in Michigan

SAGINAW: The state Senate this week is expected to consider its version of bill sponsored by state
Rep. Kenneth B. Horn that could end some poor Michigan families' welfare benefits as soon as October.

Horn, R-Frankenmuth, wrote the proposed legislation that creates a 48-month, retroactive limit on
direct cash assistance
. People who have been receiving assistance since 2007 would be the first affected.

"In order to strengthen our safety net, we need to make sure we have a system we can afford.
Michigan is the only regional state with no cap," Horn said. "This would help the budget and
strengthen the system."

House bills 4409 and 4410 will go before the Senate on Wednesday. Horn said he expects them to pass.

"It's good to have a safety net, but it shouldn't be a lifestyle," Horn said.

Horn said the bill will prepare those seeking employment by providing resources through
the Job Education & Training program.

"With part of the bill, they set up a stronger network for the JET program. We want to make
sure everyone is prepared," Horn said.

Horn said the limits will make people turn to entrepreneurship.

"Even if they can't find a job, we would like for them to create one. That's the American dream," said Horn.

It's not that I don't like the idea, but we're talking about Detroit here. I have a pretty good idea about the kind of entrepreneurship we're going to be seeing...
