I am certainly not in favor of shooting whales, dolphins or other seagoing mammals. I hope they find the culprit.

It is, however possible that someone could shoot at a creature swimming beneath the surface of the ocean and not know it was a whale. It could have been a shark or a large fish or ray.

Shooting is still irresponsible, of course, but it is not absolutely certain that the shooter knew what he was shooting at.

Should a person refrain from shooting untill he knows what his target is?

Perhaps also what is on the other side of his target?

I agree that everyone should know what their target it, and what they might hit if the miss that target.

Simply that the fool who shot the whale might claim that he did not do it on purpose. Or even on porpoise.
