Some Europeans frequently kiss as a greeting, but not on the mouth. Italians, French, and even Argentines kiss on one or both cheeks. Normally people do not kiss those they have never met.

Will Smith has a right to not wish to be kissed, as does anyone else.

Perhaps this person wanted a photo of him kissing Will Smith.

I agree.

Kissing is definately one of the things that ought to be 100% consentual.

Is that an American attitude or is it universal?

Argentines and Uruguayans kiss more than most other people, but only after they know you. The French do the same, but are more reserved. These are cheek kisses by the way.
