I have received the wrong books on a couple of occasions.

I did not think that it was possible to ship guns via UPS.

The rule is that the package has to be adressed to someonw with a FFL license.

exactly...
my brother buys guns often from non-local entities
and he has to always go pick them up from some guy near-by that has an FFL
the guy gets a small perk for being involved in the transaction
