The US troops know nothing of Arabic, and have never been actively involved in catching murderous kidnappers. This is a matter that the police, who understand Iraqi Arabic, social customs and criminal plots need to resolve.

It is simply bullsh*t to suggest that Jane Fonda will have any effect on preventing kidnapping in Iraq or catching kidnappers.

The death squads are attached to militias. The only way to counter the militias is with military force. Fonda and friends want the US military force out. Therefore they are advocating policy advantageous to the death squads.
