Is being good to employees , and having the reputation for being good to employees an advantage?

I think that retaining good employees is enlightened self interest.

That most likely will not work in a business enviroment. Pretty much all buinesses follow a get the job done philosophy and sometimes this will mean ignoring safety and moral issues. Done enough times people will think this kind of activity is normal to do.

It's super easy for a superviser to tell someone with a chest pain " get back to work sissy"
It sounds insulting that businesses can't protect thier own employees but seriously it does happen often. Not just businesses but in sports also. Several football coaches admit they can't make a safe call to pull a player with a head injury . They welcome the policy all player with head trauma are pulled from the game. Most coaches would make them keep playing.
