no room for error?

A taxs laws are not meant to be this unchanging. it even has a history of taxing people before they made money. it was famous for it. meaning this situation can be damaging to whatever local entity that has this tax. she can bringup a review and do some damages to the revenue of that place.

We have one federal government, 50 state governments and thousands and thousands of county and city governments. The reason that stories like this one appear is not because they are typical, it is because they are very rare.  Of course with so many different governmental agencies, a few will make horrible errors like this one. But I do not think it is typical.
