It does not say what the infraction was.

No court would or could ever allow this award to be enforced.

This will not be taken seriously.

I would not be surprised if a judge retaliated for the waste of time.

Perhaps sentencing the plaintiff to write "I shall not waste the states money and I shall not waste the courts time." a large number of times in longhand.

That sounds like a useful remedy, but it is probably unconstitutional. Somewhat cruel and definitely unusual punishment.
