I remember when it was a crime to be even a little wealthy in China.
This article does not make it clear, are the millionaires in China part of the government , or entrepenures outside the government?

According to what I have read, China's millionaires are nearly all entrepreneurs, not government types.
I assume that many of these millionaires have friends and allies in the government.
