Voting Rights Restoration Act

With Prince's prompting of Presidential nominee inquiries, and a question I heard on the radio regarding NY councilman Charles Barron's bill he's pushing, what are folks' thoughts on this:

Should Legal Immigrants (read; NOT American citizens, just legally in the country) be allowed to vote?
