Someday one of the small states will discover this loophole and make squirrels into citizens , thereby increasing their number of congressmen representing the state exponentially.

Squirrels do not ever reach voting age, and in any event cannot prove their date of birth.

You would have to select some other more longer-lived species.

So we are back to bears?
