This would depend. Anyone who wants you to pay them so they will pay you is very unlikely to ever pay you, even if they are a Kenyan, a Sierra Leonese, a Liberian or a Burkino Fasoan. But Nigerians are particularly suspect.

nigeria I think is the birthplace of this type of scam but it spread to alot of countries all over the world
I even get them from taiwan pretending to be a cousin of mine.
