Why are Phillibuster proof majoritys rare?

Phillibuster proof majoritys are historicly  rare generaly they occur in transition and do not last long.


Why do you suppose?


Do the American people have a gestalt preference for divided government?

Does the party in power have some disadvantage that makes it hard to hold complete sets together?

There was a time that we had a single ruling party for a long time, was that a partial cause of the Civil war?
