Is being dumb but lucky really the least threat?
Trying over and over with tecniques that seldom work and never result in gaining objectives may not be smart , but it makes us put up with a constant threat and occasional Al Quieda success.
If they weree more rational wouldn't there be more hope of compromise or reluctance to do stupid attacks?
