Seems we are missing vital pieces of information on this story. What is the policy or program name. How long has the DoD been selling it. What third party administers it. The story is viral in google with three pages from numerous sources all carrying the same verbiage. Looks like a PR release or a serious lobbying effort is at foot.

Tax law is prone to produce strange effects just because it is complex.

The "Widow tax " is not anything that anyone ever intended , it like Topsy "just growed".

If this is a myth http://www.snopes.com/ hasn't found it yet.

I dunno.

There are claims that there have been numerous attempts to fix the problem, but this is the first i have heard of it.
