If Alabama and Florida ever form an allience Georgia is gonna be in trouble.

They probably need to work out a regional solution and include Tennessee

There is no mechanism by which Alabama and Florida could gang up to deprive Georgia of water. Companies in those states could surely do so, but it probably would not be to their advantage.

The mechanism is US Federal Court. There is an ongoing case concerning the Chattahoochee River, Lake Lanier and the Corps of Engineers.
