Honduras signs deal to create private cities

TEGUCIGALPA, Honduras (AP) -- The government of Honduras has signed a deal with private investors for the construction of three privately run cities with their own legal and tax systems.

The memorandum of agreement signed Tuesday is part of a controversial experiment meant to bring badly needed economic growth to this small Central American country. It's weak government and failing infrastructure are being overwhelmed by corruption, drug-linked crime and lingering instability from a 2009 political coup.

Both sides hope to begin work on the first city in coming weeks and say the project could create 5,000 jobs over the next six months.

The project is opposed by civil society groups including indigenous Garifuna people who say they don't want their land to be used for the project. The developers say the fears are unjustified.

The Garifunas are the descendents of local Indians and rebellious slaves who were dumped on the coast of Honduras by the British in the 1800's. They nearly all live on rather remote low lying islands and coastal areas. They do not participate much in Honduran affairs. They are the least friendly people I have met anywhere in Latin America. I was walking around a Gaifuna village with a Honduran who had never been there before. When we approached a store to buy a soda, the person closed the shutters at one place and told us they had nothing to sell at a second, even though there was a cooler in plain view.

I don't know whether this is typical of all Garifuna villages, but it was certainly unusual.

They have their own language and culture and those who leave the area generally go to Belize or the US rather than other parts of Honduras. I suppose that these new cities are to be either resorts to attract vacationing foreigners, or some sort of retirement towns for mostly retired Americans. It would be rather damaging to Garifuna life and culture. Many Garifunas speak neither English nor Spanish, and building a city in their midst would mean a lot more Spanish-speaking Hondurans coming into the area and settling there. It would certainly disrupt the nearly dormant lifestyle, which involves fishing and subsistence farming.

I don't think this has even the slightest connection to Detroit or any other American city.

I predict as we move along the course of time that more and more of these type situations will arrive here in the United States where people will try to escape the "Detroits" across the country. And as society and civil order continues to decline the solutions will only grow in number and with unique ingenuity.

Actually it is nothing new, except it continues to evolve. It used to be "White Flight", now it has more to do instead of getting away from color, and more to do with getting away from people that "dont really give a damn", "people that dont really work", "people that are in the US only for a paycheck and could give a rats ass about being American". I spend many weekends now out in rural America and it is amazingly refreshing to not see spanish graffiti everywhere, not really be concerned walking on a downtown street at night of being mugged or approached by whacked out druggie homeless bums....and sure there are meth labs and some crime in the country......but nothing like where "the problem" is. More and more people will want to escape "the problem"....and they will find a way. Especially as we move into the new era of more and more people being able to work from home. This will allow people much more freedom on where they can live and not be concerned with living in locales because of rush hour drive time.

None of "escape the non-sense" solutions will be exactly alike, but the movement will continue as people try to escape the "new values", the new inhabitants of large metroplotian cities that they have very little in common with including language, history, and taking pride in the American culture. My niece and her husband recently picked up and moved her family to the Ave Maria, Florida community. And sure Ave Maria will not be perfect (where is?), but for them it is proving to be a great fit for raising their young children in a better environment than Los Angeles.
