I don't feel sure about the value of this treaty.

It is established now that it would not change US law, so we don't need it for ourselves.

But it would open a seat on a panel for us, and we would thereby have influence on a UN program to promote the rights of the handicapped worldwide.

Does the UN need us for that?

I do find these arguements persuasive , but the document itself was not.
