As an Eagle Scout, I can say that the Boy Scouts were a great thing in their time. The focus was on survival in the woods and setting common goals of the troop as a group.
The Boy Scouts were founded in England when Lord Baden Powell found that the British urban peasantry made incompetent soldiers in the struggle to defeat a bunch of Boers in South Africa, so the Crown and the Oligarchy could get a bigger share of the gold and diamonds. The Boers, who lived off the land, simply knew more about the land than the sons of coal miners and factory workers. The Boer War was won,but only by superiority in weapons and manpower. It was not a fair fight. It began the use of concentration camps for civilians.
Survival in the woods is simply not a focus for urban teens these days. It would be nice if it were, but I do not know how this could be accomplished. Perhaps there should be a bunch of clubs with a steampunk or hacker orientation.
