If the Federal government stops blowing away hundreds of billions in Iraq, it can cut back on taxes and allow the states who want to pick up the difference tax their citizens for pre-school. A little state-federal coordination is all that's required. I think your Constitution's flexible enough to permit that. There's nothing unconstitutional about it.
