This may save California a lot of money , it might be cheaper to bury these guys than feed and house them , but they can't officially kill them so....

saving money is not the goal in california prison system
when you make a prison so big and expensive such as these.
is it really in thier best interest to not have such income generating crime
like a prison riot ?

increase in the 1st year,but after that possible it may decrease.
remember thay already are racially segregated
that`s not gonna go away over night.
