Where's the buck now?

Vice President Joe Biden says "Washington right now is broken" and the country is in "deep trouble" unless it attacks ballooning federal deficits.

Hmmm, who's the President, who signs the spending bills?, that'd be the Democrat Obama
Who's in charge of the Senate, with a most recent supermajority?  That'd be the Democrats
Who's in charge of the country's pursestrings, via the House of Representatives?  That'd be the Democrats

Everyone grasping the pattern here?

No idea, to be honest.  Did the toon come out on Wed?  That was Ash Wed, was it not?
