I doubt that you can conclude that from the news story. It is possible that he is a plant, but it is also possible that he is weary of living in Iran. Scientists tend to dislike propaganda and tend to doubt any sort of dogma. I can see why the US would want him out: the Iranians have one less expert scientist any way you look at it, and it is also a propaganda coup when someone like this defects.
