The private sector was largely culpable to the level of risking loans with tax payer dollars. Yes, I'm sure some folks were greedy as well, but when the Fed is telling you to push these loans, and don't worry about the repercussions, all the easier for greed to push itself. Point being,
without the Fed involvement and push for "affordable" home ownership, all the while never reigning in Freddie or Fannie, the economic crash of 2008 would have never occured, outside the normal up and down of economic activity.
