Venezuela's National Assembly has given initial approval to a bill granting President Hugo Chavez the power to rule by decree for 18 months.

Chavez is waiting until they grant him this?

Hah. Bush just decided he already had the powers of the Unitary Executive.  No such bill  by our Congress was necessary.

Not unlike other past presidents such as Jefferson, Lincoln, TR, FDR, Truman, and Nixon.
