Foreign policy is not normally a factor in elections.
 
It becomes one only when the people feel personally threatened and/or large numbers of soldiers are dying.

Several people around a consulate getting killed is not enough to swing an election.

Nixon told Haldeman, Haldeman ordered the Cubans to do the espionage. Nixon dknew they were dirty tricksters, but he did not want to know the specifics.

I don't believe that statement is correct vis a vis the timeline of events. Nixon did speak to Haldeman about it, but that was after the fact. You may be confusing the coverup with the actual crime.
