I don't think there are hurricanes off the coast of Africa. Stormproof sounds a bit ambitious. Storm resistant might be a better word.

Lagos is a hideous slum, perhaps the nastiest city on Earth.

If it works , this might be a good idea to use in Bangladesh , or other flood prone areas.

I like the idea a lot , but it needs to be really tough and tip resistant, elese it will only increase the vunerability of these already very vunerable people.
